South Africa represents over 95% of South African Custom Union (SACU) excise revenues and around 20% of member states’ share of intra-SACU imports, but receives only around 50% of total SACU revenues because the SACU customs sharing formula allocates revenues to the other SACU members. Since 2010, for example, Eswatini and Lesotho have received around 40% of their total government revenue from SACU. For South Africa, on the other hand, SACU transfers have represented a transfer of almost 5% of our total government revenue at times. This is up from around 2.5% in the early 1980s.
