A large proportion of public spending is being directed at supporting state owned enterprises. Since 2008/09, recapitalisation of state owned corporations has totaled over R300 billion, with the majority allocated to Eskom. Government faces large exposures to these companies, having provided guarantees to these companies which stood at around R480 billion for 2022/23.
