Cost per job of South Africa’s Black Industrialists Fund

According to data from the Department of Trade, Industry and Competition (DTIC), its grants funded 159 Black Industrialists since 2016/17 at a cost of almost R4 billion. Of these, 13 (8%) have since been liquidated and the cost per job funded is estimated to have been over R600 000. Industrial Development Corporation (IDC) co-investments span a range of industries (761 clients) and have been much larger at R52.2 billion since 2013/14, at a cost per estimated job of over R1 million. The National Empowerment Fund has invested R2 billion in 225 Black Industrialists, at an estimated per job cost of around R150 000.
